1805 Russian reserve batteries Query

Trying to figure out why Herve has two reserve batteries with a poor commander (that’s all the Russians can have for a CnC)
In the artillery reserve section it says you can choose and place artillery from reserve into a division or keep under CnC up to the maximum of the CnC Is allowed to place in reserve. So for Poor I assume 1

So can the Russian player choose both 12lbers. Put one in a division(not reserve) and use his 1 point to command the other artillery?

I would appreciate any input on how other players are handling the use of reserves and allocation of CnC reserve points

Yes that would be my interpretation as well as per page 80 and 67

Sorry changed my mind in view of other comments. on page 67 it does says that the number of reserve artillery units count towards the maximum individual units that can be in the reserve, this is after saying the reserve artillery can be assigned to divisions.So yes not sure why you should have the option of two artillery units with a poor commander it is further mystified in the example for Austerlitz which shows five units in reserve!

I can understand allowing a choice of 5 different unit types to choose from to allow options but then all should only show qty of 1 not 2
