Bataille Empire

Played a game today that the only unit that could be shot at was a disordered unit
In the rules FORMED UNITS is specified under target priorities as the only target
Since I could fire at artillery and skirmishes I assume disordered units can be fired at
Is this correct?

I think the final priority, when no formed target is available, let's you fire at any target.
