I read Herve’s response to using Reserve points on the French forum and I’m still confused

1. if brilliant commander with 2 reserve points pulls 2 artillery from the army reserve can he before the battle assign them

2. Or can he only buy 1 artillery for 1 point and then have to pay 1 point to assign it to a division before the battle?

We understand that two points allows two units from the reserve to be allocated.
Given the way the English rules are written I would not be that surprised to have my opinion changed.
