Infantry and cavalry moving with action markers

As usual I'm confused.

On page 29, one reads the seemingly clear and unambiguous statement:

"Cavalry or infantry (with an action marker) may move as normal". No qualifiers; no exceptions noted.

Is this true in every circumstance? Can a cavalry or infantry unit that lost a melee and retreated (and so received an action marker) move when it's parent division is activated? How about a unit failing a morale test following a fire fight? How about if units in either of these situations won their respective combats, and so didn't retreat but still received action markers? And if the answers to all these questions is "NO", then just when can a cavalry or infantry unit with an action marker move?

As always, thanks for any enlightenment you can provide.

An action marker indicates some sort of activity to do with combat I believe. The unit has fired, fought or suffered a bad combat result, or over exerted itself by moving a lot.
In game turns it is a (quite clever) mechanic to make the alternate activation work. It prevents a unit 'doing its thing' twice in a turn, unless the enemy pick on it.
If a unit is in a fire fight and wins, in an enemy activation, it has an action marker and cannot follow up by charging or shooting. It may advance and keep close for next turn. Without action markers, going first would be risky. Lose the combat in your activation and the enemy would hammer you in theirs.
That turned into quite a ramble. Hope it was what you were expecting.

So an infantry unit is charged and wins the combat When its division is activated it is free to move. Correct?

Yes, but it cannot initiate shooting, charge or shoot in support.

Roger,

Yes, that is what I was expecting to hear, though that is not how we have been playing it. So page 29 means exactly what it says, cavalry and infantry with action markers can move as normal; they just cannot initiate any form of combat.
