Strategic Command Phase Order

What is the accepted sequence of events in the strategic command phase?

a) Place markers for reserves about to enter
b) attempt to change orders
c) roll for order changes

In our games we have both players doing (a), attacker first.
Both players do (b), attacker first, orders markers being face down.
Both players doing (c), usually simultaneously, but it could be an issue if commander dice are being used to give a roll bonus.

The sequence came into question today when a player wanted to change and order depending on where an enemy reserve was appearing.
There are other situations where a player may wish to influence an order change roll if the enemy made a change first.

So yes, play the way you do.

Note p 80, reserve divisions must have their turn of arrival written. Now interestingly, this page somewhat implies the CP must be spent that turn. Not may be spent. It is not clear and worth clarifying for the future. I think we play it "may be spent".
But reserve comes before orders.

I would say all CP is allocated to influence dice before any dice are rolled.

We had just assumed the CP to bring on a reserve comes first. Probably why we have just done the reserve entry first. It would be rather dodgy play to spend points changing orders to avoid bringing on a reserve!

But interestingly bringing on a reserve may stop you changing orders. Seems fair enough to me.

Technically, bringing on a reserve is an order change, but it seems correct that it is done first.
