Page 27 Attach a commander
Bullet point 3 states
"A commander within 2 UD of a unit may also be attached to the unit if the unit is the target of shooting or if it is charged by enemy. The decision must be made before the combat resolution."
For example Cavalry unit A declares a charge on infantry unit B who intends to test to form square
1) Does the commander (of B) join a defending unit as soon as the charge is declared (before it reacts to a charge, thus adding his bonus to any manoeuvre test)?
2) Does he join after the unit has reacted but, before the combat is resolved?
I'm thinking (1)
