I'm a little confused with the reaction to movement rules and would like some help please

Retreat move reserved for detached skirmishers and cavalry says.
They can make a normal move away from enemy moving into tactical distance. However if the unit has an action marker it cannot move backward but it can flee.
Flee (at the bottom of the same page)
States a unit may flee when an enemy approaches unless it is in good order with an Attack or Hold order.
Sooooo does this mean
All cavalry on any order without an action marker can move away from approaching enemy, but only cavalry without Attack or hold orders or not in good order (with or without an action marker) may flee?

Yes.
A cavalry without action marker can retreat (whatever are his orders)
a cavalry with action marker can only flee ( and become disordered or loose one cohesion point if already disordered)
So fleeing is a more deseperate measure than just retreating.

So the Flee (reaction movement rule) at the bottom of page 49 is only for infantry with hold or attack orders?

No, I don't think so.

Cavalry who are disordered can flee
Cavalry in good order with orders other than attack or hold can flee.

In brief :
When an ennemy approach within 4 UD of a unit :
- Cavalry/skirmisher with no action marker can retreat
- Infantry/artillery unit (with or without action marker) can flee flee unless it have Attack or Hold order
- Any unit in disorder can flee
