Which is what I originally thought, just some doubt crept in because it says full move rate and why would that not include the second move if you were capable of a second move.

Yes, in range at start of the move. Yes the sk were in range of the rough going. However the LC could make it to the Rough going but not into because they would exceed rough going move. It's not unhistorical. So it should stay but maybe the penalties should be greater.
C class guns are massively disadvantaged in a game that is only 7 turns.

Personally, I think it should stay, but at 1UD for all guns less than 12lbs. It is equally unhistorical, those that can measure cannister range plus a millimetre.
