We have been discussing manoeuvre orders.
Infantry can defend itself if attacked. I am presuming that if an infantry unit in a division on manoeuvre orders is fired on, nearby units of that division in position to give fite support may do so.
My colleague is suggesting that unless directly fired on, a unit may not return fire. My reading is that the division is being attacked and all capable units would return fire.
This will extend to cavalry. Cavalry may counter-charge. I assume this includes other cavalry in a support position will move in support as in other counter-charge situations.
